I would like to share my experience on NOC done for my bike.Hope it will be helpful for you guys.
N O C - No Objection Certificate is a must for re - registration from one state to another. You must get it from the local R.T.O where you got registered your vehicle, without N O C you legally not allowed to drive your vehicle in another state.
If you are planning to stay in the new place for less than 3 months then you don’t have to do anything. As per RTO rules it is considered as a visit. If you are going to stay for more than 3 months and less than one year then you have to pay a nominal Tax amount in the new state.
Things to be done for applying NOC:-
- Get the Police clearance certificate from Commissioner of Police,Chennai.

- To get the clearance certificate from office of Commissioner police,be prepared to take the following things:-
- Reach Commissonerate of police office(between 10:00 am -1:00 pm),take the visitor ID card ,People there will guide you to reach the clearance department.Show them all the above said documents.Officers in the NOC department are very helpful,they can converse both in English and Tamil,so language won't be any problem.
- You no need to pay anything for the form but need to pay RS 20 for processing the application.They are very friendly and will help you but make you documents ready before you arrive there so that you can save your time.
- They will check all your documents and give you a receipt and ask you to come next day to collect the Certificate.This certificate is valid for 15 days only,so be quick to receive it and follow the next steps.:)
Next step is you need to visit the nearby RTO office for further processing.If you are not sure on the RTO office then check here https://en.wikipedia.org/wiki/List_of_RTO_districts_in_India for vehicle registered RTO .
- Reach the RTO with 3 copies of Form 28(http://www.tn.gov.in/sta/form28.pdf).Fill the details in the respective form.
- Now its time test your pencil skills :). You need to take Pencil trace of your engine no like the below
- Affix the pencil trace in Engine no column of your FORM 28.
- Original & xerox copy of bike's Insurance,Police clearance Certificate,Original RC book
- No Objection Letter from the financier if it is under hire purchase.If you have bought it on your own the no need of this.
- Take a pollution Certificate of your vehicle,I did it near RTO shollingnallur office at a minimal cost of Rs 50.
Provide all the above said documents at RTO. You need to pay some amount at fee counter,followed by RTO signature.Then They will Provide you a slip and ask you to take the NOC after 15 days.
Instead of hiring an agent,who will take around 2000-4000, you can do it very comfortably.
